如果制度不能约束权力,有再多的惠民政策也只能为掌握权力的人提供一次次“捞钱”的机会;如果法令制度只是针对平民百姓,那么再多的政策也只能是纸上谈兵!
If the system does not constrain power, there are no more benefits to the people. They only provide opportunities for those who hold power to “take money” once and for all; if the ordinance system only targets civilians, then more policies can only be on paper!
