一、篇目必须体现地方特点,企业特点和时代特点。方志乃一方之志,记一方之事,充分地肯定了它的地方性,就是地方志的特点。我们各地区的邮电志是地方志中的一部分,应该在地方特点中体现出邮电企业自己的特点。只有这样才能注意到这三个特点,才能写出一本有自己特色的志书来。邮电在全国范围内是高度集中统一的行业,有统一的规章制度,统一的收费标准,有不可分割的邮政运输网络,有一环紧扣一环的操作过程,共性的东西很多。稍不注意,很容易以共性代替了个性,从而忽略自己的特点,成了千篇一律的文章,这就失去了方志的意义,对地方也起不到资治、教化、备查的作用。
