郑斯林代省长在一次讲话中提出,“要抓企业集团化,这点关系到江苏经济的命运”。对合理组建和发展企业集团,大家都持积极态度,也尽了很大的努力,但把这项工作提到”关系到江苏经济的命运”的高度认识,这在我省还是第一次。 实现江苏经济发展的新突破要特别突出发展“企业集团化”,这一判断来自于对解决制约我省经济发展的一些根本性问题出路的认识、我省经济发展中存在突出问题是:(1)国有企业机制不活,出现严重亏损;(2)多年形成的结构性失调尚未得到很好地调整和结构低级化;(3)重视了组建和发展企业集团的工作,但生产的集中度依然过低,形不成规模经济优势;(4)人才、技术的潜在优势未能得到充分发挥,科技进步步伐不快;(5)经济的外向度低,对周期性波动承受力不强。不少同志把江苏经济发展中的主要问题归结为“规模、结构、体制”,并提出出路在“调高、调大、调外、调新”,可以说是抓住了主要之点、但欲过河,先要架桥;问题是怎样才能把“四调”落到实处。常听到一些不同看法:一种意见认为,从发展战略讲,江苏第一位的应是进一步进行结构调整;另有一种意见则认为,必须把重点放在培育和发展规模经济;还有一种看法,认为推动江苏经济上新台阶,最根本的还在于大力推进科技进步。
