中国官场有个有趣现象:大凡有领导人到地方视察,地方诸侯都正襟危坐、洗耳恭听,有的还不停做笔记,有的只听不做笔记。只是做不做笔记,有一点奥妙,如果经常看电视新闻就可发现,做笔记最认真的往往是不太发达的地方,不做笔记的往往是经济发达的地方。从做不做笔记,其实可以折射出下级官员对上级政府的姿态,几乎也可看出地方政府行为的端倪。以中国之大,各地政府的行为如今已形成巨大差异。
