近年来,高涨的房价不但影响了居民的基本生活保障,也不利于我国经济发展的转型。因此,房价问题引起了各级各地政府的重视,各项房价调控目标接踵而至。本文通过对各地房价控制目标实践现状的分析,从控制目标的制定依据和调控范畴角度出发,对其合理性与调控强度进行评价。分析结果表明,除个别城市外,大部分地区制定的房价控制目标过于宽松,对住宅市场价格波动的调控强度较弱。
In recent years, the soaring house prices have not only affected the residents’ basic livelihood protection, but also hindered the transformation of China’s economic development. Therefore, the issue of housing prices caused by all levels of government attention, the price control objectives followed. Based on the analysis of the actuality of house price control objectives in various places, this paper evaluates the rationality and intensity of regulation from the perspective of the control targets and the scope of control. The analysis shows that with the exception of individual cities, the price control targets set in most areas are too loose, and the intensity of price control on housing market is weaker.
