现实中有这样一种现象,某地方上级部署工作任务,总是习惯与下级签订责任状,一级级签下去,直到最基层。他们认为下级就理应对上级负责,更有甚者干脆将难事往下级一推,美其名曰“责任下沉”。不可否认,这种把责任下沉到基层的初衷是为了落实。然而,一旦把“责任下沉”搞成形式,凡需要担责的事都下沉到基层,恐怕就有逃避责
