十年前西安市在郊区一块麦田上奠基建设高新区时定的目标是:创立新体制、新机制,激活本地科技资源,辐射带动西安乃至陕西的经济发展。进入新世纪,已建设十年的西安高新区交了一份出色的答卷:累计转化科技成果3500多项,其中440多项被列入国家科技产业计划;技工贸总收入和工业总产值猛增了130倍和147倍;电子信息、光机电一体化、生物医药等高新技术已成为主导产业,并以此为高新技术辐射源,向南北传递、渗透,在西安以及陕西省结构调整和经济发展中,开始显示方向性的作用。
