为加快“金卡工程”的实施和相关产品的国产化,在电子部和全国金卡办的领导下,由华旭金卡公司牵头,联合清华大学微电子学研究所和计算机系,于1994年4季度组织了IC卡芯片的联合攻关,由清华大学完成芯片逻辑、电路和版图设计,攻克了电擦、可编程存储器技术难关,于今年5月底研制成功了逻辑加密存储器卡芯片HX768。紧接着,由华旭金卡公司联合太极计算机公司、天津环球磁卡公司、黑龙江省计算机总公司控股的黑龙江省先行金卡公司,完成了卡用芯片模块的制作、IC卡的印刷、后道封装和最后测试,历经7个月成功地研制出我国第一张全部国产化的IC卡—中华IC卡。并于1995年10月4日召开了中华IC卡技术鉴定会,国家副总理邹家华写来了贺信。 本次鉴定的IC卡芯片(HX768)、
