今年是治理整顿关键的一年,财政面临的困难很大,任务相当艰巨。特别是采取的若干增收节支和集中资金等项措施,涉及到调整许多方面的利益关系,需要充分地做好工作。为了确保1990年国家预算圆满实现,必须统一思想认识,坚定信心,振奋精神,鼓足干劲,围绕增产节约、增收节支运动,扎扎实实地做好各项工作。 (一) 统一思想认识,树立全局观点。财政问题事关全局。今年的国家预算能否完成,不仅关系到治理整顿目标的逐步实现,而且关系到今后国民经济的持续稳定协调发展。我们既要充分认识目前的困难,也要正确估计形势,看到有利条件,把思想认识统一到党的十三届四中全会、五中全会和六中全会精神上来,集中精力搞好治理整顿工作。在治理整顿期间,中央需要集中适当财力、物力,需要加强计划的严肃性和宏观调控能力,以稳定经济的全局。这个道理,已被各方面所认识。但是,准备采取的一些措施,毕竟是对既得利益的一种调整,地方、部门都要做出
