秦川机床集团有限公司是国务院选定的现代企业制度试点单位之一。我公司从试点一开始,就着力于观念转变,机制转换,经营思路的调整和对重点难点问题的集中突破,大胆尝试,不懈努力。两年多时间的探索,我们逐步认识到建立现代企业制度,不能追求表面形式,不能游离企业实际,既要转换经营机制,又要更新思想观念,一手抓制度创新,一手抓基础管理,要以《公司法》为规范的依据,在产权清晰的基础上,建立一套完善的公司治理机构和运行机制,以提高对市场的应变能力和驾驭能力为目标,以现代企业制度试点作为深化改革的突破口,使企业在试点中真正成为自主经营、自负盈亏、自我约束、自我发展的法人实体和竞争实体。我们的试点工作是在这种认识的基础上从五个方面展开的。
Qinchuan Machine Tool Group Co., Ltd. is one of the pilot units selected by the State Council for a modern enterprise system. From the very beginning of the pilot project, our company focused on the concept change, mechanism conversion, adjustment of business ideas, and focused breakthroughs on key and difficult issues. We made bold attempts and made unremitting efforts. After more than two years of exploration, we gradually realized that to establish a modern enterprise system, we must not pursue superficial forms, we must not dissociate ourselves from the reality of the enterprise, and we must not only change the operating mechanism, but also update the ideology and concepts, implement system innovation on one hand, and implement basic management on the other. The “Company Law” is the basis for the norm. On the basis of clear property rights, a comprehensive set of corporate governance institutions and operating mechanisms are established to improve the market’s resilience and ability to control, with the pilot of modern enterprise system as a deepening reform. Breakthroughs enable enterprises to become truly legal entities and competitive entities that operate independently, self-financing, self-discipline, and self-development in the pilot. Our pilot work is based on this understanding from five aspects.
