广元市回龙河工业区学工村在“三个代表”学教活动中,创建了基层民主政治建设的好形式——听证会。经过几年的探索、试行,使该村面貌发生了深刻变化。干部民主意识、科学决策意识增强,群众思想活跃,民风淳朴。2000年初,区政府给该村安排了“长治工程”项目,需集中连片改土500亩,国家给予相应补助。这本是件难得的好事,但因本村群众也得投劳、集资,“两委”向下一传达,群众反映却十分冷漠,甚至抵触。此时正值全国上下开展“三个代表”学教活动,“两委”便挨门逐户地走访村民,发现大多数群众还是赞成的。于是“两委”决定召开由“两委”委员、全体党员、村民代表等80余人参加的首次“听证会”。会上通报了实施“长治工程”对本村经济发展、群众增收的
