施工企业资金短缺是事实,建设单位大量拖欠施工单位的工程款也是事实。为了形成资金的良性循环,笔者认为有必要对拖欠工程款实行赔偿金制度。理由有三:其一:拖欠工程款在很大程度上意味着基建投资的突破或是在立项时资金不落实,换言之,违背了按基建程序办事的原则。实行赔偿金制度,有利于按基建程序办事。
It is a fact that the shortage of capital in construction enterprises is due to the fact that a large amount of units owe construction units of construction units. In order to form a virtuous cycle of funds, I think it is necessary to implement the system of compensation for arrears of construction funds. There are three reasons for this: First, the payment of arrears owes largely to a breakthrough in infrastructure investment or a lack of funding at the time of establishment. In other words, it violates the principle of acting according to capital construction procedures. The implementation of compensation system is conducive to infrastructure projects.
