农村小学的存在是农业村庄得以生存的社会前提条件,过度“撤点并校”与义务教育法所规定的地方政府保障农村学生教育机会的法定责任是背道而驰的。撤点并校使得教师队伍的需求数量减少,却又导致师资队伍老化问题。妥善解决农村义务教育领域的综合问题,对于推动整个城乡义务教育的均衡发展具有重要的价值意义。
The existence of rural primary schools is a social precondition for the survival of rural villages. Excessive “withdrawal from school” runs counter to the statutory responsibility of local governments to guarantee rural students’ educational opportunities as stipulated in the Law on Compulsory Education. The reduction of the number of teachers required by the withdrawal and incorporation of teachers has led to the aging of the teaching staff. To properly solve the comprehensive problems in rural compulsory education is of great value in promoting the balanced development of compulsory education throughout urban and rural areas.
