随着我国公共投资力度的不断加大,投资规模不断扩展,公共投资绩效问题逐渐成为研究热点。通过对我国东、中、西部10个省份在2008—2013年间的投资经济效率和社会效率的实证研究,结果表明:我国政府投资的效率不高,并且不同省份呈现出时间和地域的双重效率差异。主要结论是:适度控制投资规模,完善政府投资的审核、决策、监管机制,是提高公共投资效率的路径。
With the continuous increase of public investment in our country and the continuous expansion of investment scale, the performance of public investment has gradually become a research hotspot. Through the empirical study on the economic and social efficiency of investment in 10 provinces in the east, middle and west of China from 2008 to 2013, the results show that the efficiency of government investment in our country is not high, and the differences in efficiency of time and place in different provinces show differences . The main conclusion is: a moderate control of investment scale, improve the audit of government investment, decision-making, supervision mechanism is to improve the efficiency of public investment path.
