In 2012, Zhoushan Pilot Station, a total of 6746 vessels of various types, managed to lead 338 million tons of vessels of all kinds, with a total increase of 1% and 5% respectively over the same period of previous year, showing a steady increase over the previous year. Among them, leading 2262 vessels exceeding 250 meters in size, an increase of 7% over the same period of last year. In January 2013, the State Council approved the “Zhejiang Zhoushan Islands New Zone Development Plan” and defined the future development goals of the Zhoushan Islands New Zone. Faced with a rare opportunity for development, Zhoushan formulated the “Three-Step Strategy,” and promulgated the “Three-Year Action Plan for the Construction of New Zhoushan Islands in Zhejiang Province”
