在今年6月底召开的全国人大常委会上,博弈多时、历经四审的《劳动合同法》终于成功通过,公众关注的就业促进法草案亦接受了二审。种种迹象表明,社会领域立法正呈现全面提速之势,这既是对日趋严峻的民生问题的直接回应,也是对以往失衡的立法天平的有力纠正。有理由相信,随着公平、正义等理念成为社会的主流价值,将有越来越多的社会法进入公共视野,实现中国立法的一次历史性转型。社会立法兴起于怎样的时代语境?应当坚守怎样的立法品格?“中国特色”的社会立法如何填补以往的立法空白?如何改造社会的精神气质……这些看似宏大的命题,其实与普通百姓息息相关。本刊特推出系列专题报道进行详细解读,并期望引起更多的公共讨论。因为,关注社会立法,就是关注社会的和谐与进步,关注生活的权利与安全,关注我们每个人未来的命运。
At the NPC Standing Committee held in late June this year, the game lasted for a long time. The Labor Contract Law, which finally passed the Fourth Trial, was finally passed. The draft of the Employment Promotion Law of Public Concern was also accepted for second instance. There are indications that legislation in the social field is showing an overall speed-up trend.
