(Issued by the State Council on February 17, 1987) Chapter I General Provisions Article 1 These Regulations are formulated in order to strengthen the safety management of chemical dangerous goods, ensure safe production, ensure the safety of people’s lives and properties, and protect the environment. Article 2 All units and individuals that manufacture, store, handle, transport and use chemical dangerous goods within the territory of the People’s Republic of China must comply with these Regulations.
