1.加强村卫生工作领导,建立村级卫生组织乡、村两级卫生机构设置应遵循:因地制宜减少层次,讲究效益,重点发展的原则。村级即村卫生室(含个体)所有均要服从卫生局领导,乡级抓村级,每个行政村都要成立村卫生工作领导小组,由村长担任组长,村卫生室负责人任副组长,负责全村卫生工作的布置和检查落实,管理村级所有卫生人员(含个体医生)。 2.明确医患责权利,调动一切积极因素 (1)成立农村医疗卫生工作者协会:农村医疗卫生工作者协会(简称农医会)是在自愿原则上组织起来的乡村医生的团体组织,受当地卫生院的领导,农医会的成立提高了农民集资办医的积极性,具有建设快、专科多、服务态度好,社会效益高等特点,有利于村卫生室业务的再扩大。
