“动火”是企业技术改造、设备维修中进行电气焊切、喷灯烘烤等必不可少的一种作业。然而,在化工企业,原料、中间物、产成品多具有易燃易爆的特性。因而,凡生产、贮运场所,均被列为“禁火区”。为了妥善解决“动火”与“禁火”这一矛盾,该厂于1981年按照化工部的要求制订了“动火管理制度”。该制度规定,动火时必须持有安企技术、防火等部门批准的“动火证”。动火单位在动火之前必须到防火部门申办“动火证”。必须在清除周围易燃物、与生产系统隔绝、动火分析合格,消防监护措施落实的
