纺织品和服装配额制度取消后,国内纺织业宏观上的繁荣与微观上的艰辛,会成形鲜明对比。2005年1月1日起,实行了近50年之久的纺织品和服装配额制度将被全面取消。一般认为,这一历史性变化的最大受益者应当是中国。实际上,中国的纺织企业也早已摩拳擦掌,跃跃欲试;而政府、行业协会、各路专家等也早就喋喋不休地为这些企业出谋划策,告诉它们如何在世贸框架内外,突破欧美等进口中国纺织品的国家设定的新的贸易壁垒。
After the abolition of quotas for textiles and clothing, the macroscopic prosperity and micro-hardship in the domestic textile industry will be sharply contrasted. Since January 1, 2005, nearly 50 years of implementation of the textile and clothing quota system will be completely canceled.
