黑河專員各市縣旗長: 东北人民政府指示:‘對縣區村人代会或大會的代表,一般不給工資津貼。對極少數特殊貧困悞不起工的縣人代會農民代表,可由其所代表本村農民,酌與補助一部勞力,但应切實防止一般代表都给補助。區村人代會代表,可不与補助。‘仰各地遵照執行。工人代表尚在請示中。
Heihe Commissioner cities and counties flag leader: Northeast People’s Government instructions: ’Representatives of the county district village people’s congress or general assembly, generally do not give wage allowance. For the handful of county peasant representatives who can not afford to work for a very small number of special peasants, the peasants in their own village may, at their discretion and in subsidies, exert a labor force, but they should actually prevent the general representatives from giving subsidies. District Village Representative, may not be with the subsidy. Follow all the instructions. Workers’ representatives are still asking for clarification.
