增强党的阶级基础和扩大党的群众基础,是在新的历史时期加强党的建设、提高党的执政能力的需要。十六大在改革开放以来长期实践的基础上,提出了增强党的阶级基础和扩大党的群众基础的新思想。这一思想的重要内容,就是在坚持党的无产阶级先进性的基础上,提出了增强党的阶级基础的新思路;在坚持党的阶级基础的前提下,提出了扩大党的群众基础的新理念。这对加强党的建设、增强党的执政能力具有重要意义。
Strengthening the party’s class basis and expanding the party’s mass foundation are the needs of strengthening party building and improving the party’s ability to govern in the new historical period. On the basis of long-standing practice since the reform and opening up, the 16th CPC National Congress proposed new ideas for strengthening the party’s class foundation and expanding the party’s mass foundation. The important content of this idea is that it upholds the party’s advanced nature of the proletariat and proposes new ways of strengthening the party’s class foundation. On the premise of upholding the party’s class foundation, it has put forth new proposals for expanding the party’s mass foundation idea. This is of great significance to strengthening party building and enhancing the party’s ability to govern.
