各级领导机关,担负着指导基层建设的共同职责。切实履行好这一职责,没有更多的诀窍,关键是要吃透上边精神,摸清下边情况,认真做好上下结合的工作。在实际工作中,由于遇到的情况复杂,往往是上级精神清、基层情况明,也有搞好结合的良好愿望,但却往往结合得不好。这就需要我们学会辩证地观察、分析和处理问题。当前,一些领导机关抓工作之所以缺乏力度,根本原因是缺乏辩证思维方法,主要表现为“六个主义”: 一是脱离客观实际,先人为主的主观主义。想问题、办事情,不是从部队的实际出发,不去深入基层精心调查研究,发现问题,解决问题,而是思想懒、作风飘,坐在办公室里想点子,在文件堆里找路子,想当然地办事。有的虽然也经常往基层跑,但走马观花,身入心不入,致使去时脑子里空空,回来还是空空的脑子,对基层的情况缺乏真实深刻的了解,在工作指导上成了主观主义瞎指挥。
