为了进一步做好“三服务”工作,推动办公部门的工作向规范化、制度化、科学化方向发展,自1989年10月开始,中共住木斯市委办公室组织开展了全市党委办公部门“服务杯”竞活动。参加单位178家,分两个赛区,市直163家党组、党委办公室为一个赛区,15个县(下)、区委办公室的一个赛区。竞赛内容分为八个方面:办公室基础建设、办文办会、综合调研、信息反馈、督办检查、机要保密、行政亨务、工作作风。每项工作按规范化、科学化的要求定出标准。考评采取加减分的办法,即每项工作基础分为10分,80分为标准分,每项工作减分最多不超过10分,加分不受限制。
