海湾战争前,美国海军曾郑重其事地推出一项到2005年航母发展总体计划。这项计划确定了各艘航母的大修期和退役年限,同时采用了以3年时间间隔向2艘新航母投资的拨款方法。它不仅最大限度地节省了经费开支,而且能保障海军始终有15艘航母在役。正是由于采用上述拨款方式,在建造“林肯”和“华盛顿”号时节省了18.4亿美元;据推算,下阶段建造“斯坦尼斯”和“斯泰茨”号时还将节约14.4亿美元。
Before the Gulf War, the U.S. Navy had solemnly launched a master plan for aircraft carrier development by 2005. The plan defines the overhaul and decommissioning life of each aircraft carrier, along with a method of allocating capital to two new aircraft carriers over a three-year interval. It not only saves money but also ensures that the Navy will always have 15 carriers in service. It is because of the above appropriations that savings of $ 1.84 billion were saved in the construction of Lincoln and Washington; it is estimated that the construction of the “Stanislas” and “States” in the next phase would also save $ 1.44 billion.
