“活档案”可靠吗? 前两年,我们在长沙一个工厂看档案工作,他们那里的基建档案是没有的,如果厂房、设备发生了什么故障或损坏现象,只要找老工人一问,就什么都可以明白了。我们问,如果这两位老工人死了呢?(这种不幸是无法逃避的。)这样才提醒了厂长同志,决心立即把基建档案收集起来。今天,我看到一个报告,说青岛在某地区埋了一万多公尺电缆,没有任何图纸材料,只有参加过施工的几个人知道在什么地方。又说,有的局,机房没有维护图纸,只靠一位老师傅熟悉情观,称之为“活档案”。这几年来,技术档案工作有很大成绩,但是靠“活档案”办事的,也还不少。除上述例子外,我还听说湖北某市某厂在基建方面出了毛病要修理,没有图纸,“活档案”也病了,只好用担架把他抬来,可惜“活档案”也记不清了,结果费了很大周折才解决问题。
