由住房城乡建设部组织制定的《工程建设标准解释管理办法》5月5日印发实施。《办法》共十六条。《办法》提出,工程建设标准解释(以下简称标准解释)是指具有标准解释权的部门(单位)按照解释权限和工作程序,对标准规定的依据、涵义以及适用条件等所作的书面说明。该《办法》适用于工程建设国家标准、行业标准和地方标准的解释工作。《办法》明确,国务院住房城乡建设主管部门负责全国标准解释的管理工作,国务院有关主管部
The Measures for the Administration of Interpretation of Construction Standards formulated by the Ministry of Housing and Urban-Rural Development and Planning was promulgated and implemented on May 5. “Measures” a total of sixteen. The Measures propose that the interpretation of construction standards (hereinafter referred to as “standard interpretation”) means that the departments (units) that have the power of standard interpretation have written explanations of the basis, meaning and applicable conditions of the standards in accordance with the authority to interpret and the working procedures. The “Measures” apply to the construction of national standards, industry standards and local standards of interpretation. The Measures specify that the State Council department in charge of housing urban and rural construction shall be responsible for the management of the interpretation of the national standards and the relevant competent department under the State Council
