目前我国430多亿平方米既有建筑中,保守估计有130多亿平方米需要进行节能改造,按每平方米改造费用为200元计算,仅既有建筑的节能改造就需要投入26000亿元。为切实解决既有建筑节能改造中存在的各类问题,亟须通过财政推动路径设计加快我国既有居住建筑节能改造速度、促进我国建筑节能水平的全面提升。本文分析了天津市既有建筑节能改造融资方案,构建了既有建筑节能改造财政支持体系。
At present, over 430 billion square meters of existing buildings in our country are estimated with a conservative estimate of over 1.3 billion square meters for energy-saving retrofitting. According to the calculation of 200 yuan per square meter, only 2.6 billion yuan will be invested in the energy-saving retrofit of existing buildings. In order to solve all kinds of problems existing in energy saving retrofitting of existing buildings, it is imperative to accelerate the energy-saving retrofit of existing residential buildings in our country through the financial promotion path design and promote the overall improvement of building energy efficiency in our country. This article analyzes the existing building energy-saving renovation financing scheme in Tianjin, and builds the existing building energy-saving financial support system.
