As we enter the 21st century, the competition for national power in various countries in the world is ultimately manifested in the competition of talents. Chinese Pen Association was established in 1983, set up a talent development committee. Through the investigation and study of the formulation of pen talent development plan, invest in Chongqing to establish education and training base, to carry out short-term technical training.
