在构建社会服务政策的初期阶段,中国政府和社会各界对社会服务政策的属性和构建怎样的社会服务政策认识不清,对社会服务的社会接纳度仍然有限。本文从比较社会政策的视角,结合已有的研究成果和实践,梳理社会服务的政策属性和创建特点,概括出社会服务政策的从属性和专一性两个政策属性,提出形成政策体制和开展政策创设活动是实现从政策属性到政策构建的理论桥梁,进而指出中国社会服务政策构建的关键议题。
In the initial stage of building a social service policy, the Chinese government and various sectors of society do not have a clear understanding of the nature of social service policies and what kind of social service policies to construct them. Social acceptance of social services is still limited. From the perspective of comparative social policy, combined with the existing research results and practices, combing the policy attributes and creating characteristics of social services, this paper summarizes the attributes of social service policies and the specificity of two policy attributes, proposes the formation of a policy system and carry out Policy creation activities are the theoretical bridge from policy attributes to policy construction, and then point out the key issues in the construction of China’s social service policy.
