国务院经济体制改革办公室副主任潘岳最近指出，行政审批制度改革不仅要看清理减少了多少审批事项，更要看是否通过改革实现了制度创新。改革行政审批制度，制度创新是根本，不建立起与社会主义市场经济相适应的行政审批制度，改革就没有达到目标，政府职能也难以真正实现彻底
Pan Yue, deputy director of the Office of Economic System Reform under the State Council, recently pointed out that the reform of the administrative examination and approval system should not only see how many examination and approval items are reduced but also whether institutional innovation has been achieved through the reform. Reforming the administrative examination and approval system and system innovation are the fundamental ones. Without establishing an administrative examination and approval system that is compatible with the socialist market economy, the reform fails to achieve its goal and the government functions can hardly be truly achieved
