2月11日的《人民日报》刊登了上海市委书记俞正声日前在上海市九届纪委六次全会上的讲话。俞正声在讲话中说,当前,群众利益多样,维权意识增强,社会矛盾增多,合理与不合理诉求或合理但暂时不具备解决条件的诉求混杂,加之分配差距较大,使处理社会问题的难度增加。在这样的形势面前,一些同志不是创新制度、改革机制、改进作风,而是怨天尤人、牢骚满腹,对群众诉求不理睬、不回应,使简单问题长期得不到解决;一些同志热衷于死守部门利益或个人情面,不肯跨前一步,主动为党分忧、为民解难,使一些群众困难在部门扯皮中陷于无路可走;一些同志站在个人或周围少数人的利益角度研究政策、提出问题,对基层群众特别是困难群众的利益和愿望很少顾及。
