(一) 本市解放以來,我們完成了城市的接管工作,建立了革命秩序,在促進工商業的復工復業,以及各項市政建設方面,做了不少工作。各區在市人民政府領導下,也都超了極重要的作用。但由於解放初期,為使政策法令與领導執行的統一,許多工作都集中在市,同時區的組織不健全,幹部少,所以區的困難比较多,而是本市政權工作中比較薄弱的一環。雖然今年四月,市府把原有十九個區併爲八個區,改區公所爲區人民政府,使區的工作開始有了改進,半年來各區人民政府在發動與組織羣衆,推行政令,解决若干主要社會問題等,是有不少成績的。現在,城市建設正逐漸開展,許多工作(如小學教育、社會教育、婚姻登記、民事調解、衛生建設,及公房公路之管理養護等)有的應由區政府來主辦,有的要由區政府分担一部。因此,健全區政機構,加強區政建政,是目前建政工作中最迫切重要的任務。 (二) 區人民政府,設區長一人,副區長一人,副區長協助區長掌管全區行政事宜。在正副區長之下,設秘書室、民政、文教、工商、財糧、衛生、建設、調解等科(各區視工作需要得增減之),秘書室設秘書主任一人,秘書若干人,(小區不設秘書主任)各科設科長、副科長各一人,科員、辦事員若干人,在正副區長領導下,依照市府頒佈之‘重慶市區人民政府組織規程’‘重慶市區人民政府辦事細則’掌理各項業務。

Therefore, improving the administration of the district government and strengthening the administration of the district government are the most urgent and important tasks in the current administration. (2) The district people’s government shall set up one mayor and one vice mayor and one deputy mayor to assist the mayor in charge of the administration of the entire district.
