在马克思主义科技理论的发展史上,只有邓小平明确提出科学技术是第一生产力的思想。这一思想无论在理论上还是在实践上都有非常重要的意义。江泽民同志在论述这一思想时指出:“这是小平同志对我们国家,对马列主义理论的一个很大的贡献。” 1975年,邓小平在听取中国科学院汇报时,肯定了汇报《题纲》中关于科学技术是生产力的观点。他说,科学技术必须走在国民经济的前面。1977年,邓小平旗帜鲜明地对科技战线的大是大非问题进行了拨乱反正。批驳了种种错误观点,拨正了科技发展的航向。1978年,在全国科学大会上,他重新阐述了科学技术是生产力的观点,指出:“科学技术是生产力,这是马克思历来的观点,早在一首多年前,马克思就说过:机器生产的发展要求自觉地应用自然科学。并指出:“生产力也包括科学”,现代科学技术的发展,使科学与生产关系越来越密切了。科学技术作为生产力,越来越显示了巨大的作用。”1980年,邓小平在《目前形势和任务》中说,我国科学技术发展必须和社会发展结合起来。特别是80年代后期,他曾多次谈到科
