上海是国内最早开展社会信用体系建设的省市之一,并始终把信用制度建设作为核心任务加快推进。近年来,上海积极贯彻落实国家要求,先行先试,加快推动地方信用立法。2016年初,在市人大常委会的统一部署下,正式启动社会信用立法工作。2017年6月23日,《上海市社会信用条例》(以下简称条例)经市十四届人大常委会表决通过,成为全国首部综合性地方信用法规。信用建设助推城市软实力党中央、国务院一直高度重视社会信用体系建设工作。
Shanghai is one of the earliest provinces and municipalities in China to set up a social credit system and has been accelerating the building of a credit system as its core task. In recent years, Shanghai has actively implemented the requirements of the state by giving priority to pilot projects and accelerating local credit legislation. In early 2016, under the unified arrangement of the Municipal People’s Congress Standing Committee, social credit legislation was officially launched. On June 23, 2017, “Shanghai Social Credit Ordinance” (hereinafter referred to as the “Regulations”) passed the vote of the Standing Committee of the 14th National People’s Congress and became the country’s first comprehensive local credit regulation. Credit construction boosts the Central Party Committee of the Municipal Soft Power Party, and the State Council has always attached great importance to the construction of a social credit system.
