江泽民同志在中共“十六大” 报告 中指出:“进一步转变政府职能,改进管理方式,推行电子政务,提高行政效率,降低行政成木,形成行为规范、运转协调、公正透明、廉洁高效的行政管理体制”。 十多年来,我国在政府职能转变方面虽然取得了很大的进展,但从比较宏观的层面上看还远设有完成。特别是加入WTO之后,政府职能转变就显得更加迫切和重要。
