需求扩张是推动我国经济增长的主要动力，本文从需求的三个方面即消费、投资和净出口出发，论述了货币政策启动经济效果不明显的原因以及进一步进行货币政策操作的困难，主张针对目前的实际情况应加大财政政策调控力度，并提出了财政政策在消费、投资、净出口三大领域的具体操作建议，最后指出在财政政策操作过程中应注意“温和平稳”启动、注意投资效益和结构调整、与货币政策协调配合等问题
Demand expansion is the main driving force to promote China’s economic growth. Based on the three aspects of demand, that is, consumption, investment and net exports, this paper discusses the reasons why the economic effect of monetary policy is not obvious and the difficulty of further monetary policy operations. The actual situation should strengthen the regulation and control of the fiscal policy and put forward specific operational suggestions on the three major areas of consumption, investment and net export of the fiscal policy.
