光绪三十四年(1908年)四月,慈禧任命周学熙组织筹建“京师自来水股份有限公司”并任职“总理”。公司成立后筹建的京城第一座水厂——东直门水厂,经招商集股,委托德商天津瑞记洋行承包工程设计施工,历时22个月,全部工程建成。1910年3月20日正式向北京城区供水,日供水能力1.87万m3,供水管线147km,供水范围“内以禁城为止,外以关厢为限”。自此,北京城市供水百年发展历程正式拉开了帷幕。
