随着网络和信息技术的发展,互联网给人们带来了全新的生活和工作方式。它将加速各种文化的相互吸引、融合和发展,极大地丰富人们的物质和文化生活。中国数千年光辉灿烂的历史文化,为我们提供了无限广大的信息资源。然而,遗憾的是,目前互联网上的中文信息资源十分奇缺,建设中文信息资源库的任务非常急迫。为了建立超大规模的、可以跨库检索的中文海量数据库及其信息服务机制,使之成为知识经济的主要基础和必要条件。1998年8月,由文化部牵头,提出建设中国数字图书馆工程。这个工程一经提出,就得到院士、专家的赞同和各方面的重视、支持,国务院专门批准成立中国数字图书馆有限责任公司来实施这一工程。为了从总体上把握,以利于实施,国家863计划智能计算机主题于今年5月成立了中国数字图书馆发展战略研究组,专门对该工程涉及的技术、管理、运营、法律等问题展开研究,以便在此基础上全面实施中国数字图书馆工程。经过半年多的努力,这方面已经取得重大进展,
With the development of Internet and information technology, the Internet has brought a brand new way of life and work. However, unfortunately, the current Chinese information resources on the Internet are extremely scarce. The task of building a Chinese information resource repository is extremely urgent. In order to establish a large-scale Chinese mass database that can cross-database search and its information service mechanism, making it the main foundation and necessary condition of knowledge economy. In August 1998, led by the Ministry of Culture, proposed the construction of China’s digital library project. Once proposed, the project was endorsed by academicians and experts and valued and supported by all parties. The State Council specially approved the establishment of China Digital Library Co., Ltd. to implement this project. In order to grasp the overall, in order to facilitate the implementation of the national 863 Program Smart Computer theme set up in May this year, China Digital Library Development Strategy Study Group, specifically for the project involved in technology, management, operations, legal and other issues to study On this basis, the full implementation of China’s digital library project. After more than six months of hard work, significant progress has been made in this regard.
