刘玉清1966年毕业于湖北省商业学校财会中专班,从事会计工作已有26年。1984年由武汉市红旗造纸厂调到武汉造纸厂担任财会处长,从1990年起担任该厂总会计师。1986～1989年先后被评为省、市先进财会工作者,1990年又被财政部、人事部评为全国先进会计工作者。她在工作中积极进取,努力推行现代化的管理方法,为完善厂内财务管理制度,提高企业财务管理水平,促进企业经济效益的提高,作出了突出的贡献。一.强化基础管理,提高财务管理水平为了适应当前经济工作由以提高企业的产值为中心转移到以提高经济效益为中心的轨道上来,企业的各项工作都必须把提高经济效益放在首位,而成本与经济效益是紧密相联的,它可以制约企业的利润高低。所以从1986年开始,刘玉清就决心从抓目标成本管理入手,辅之以内部银行和各种经济承包责任制等现代
