乡镇是我国最基层的政权组织,乡镇领导干部由于胜任力不足、信心缺失,导致“乱作为、慢作为、不作为”的现象频发。本文以云南467名乡镇领导干部为样本,通过问卷调查与团队焦点访谈,基于心理品质、工作能力、知识素养三个维度构建乡镇领导干部的胜任力模型,解析乡镇领导干部的胜任力表现,从行政管理体制、绩效考核、教育培训、激励保障机制改革创新四个方面探索提升乡镇领导干部的胜任力,从而建立善政勤政的长效机制。
Townships and townships are the most basic political organizations in our country. Due to their lack of competencies and lack of confidence, township leading cadres frequently cause frequent chaos as a slow act or omission. In this paper, 467 township leaders in Yunnan Province are selected as samples. Questionnaires and team focus interviews are used to build the competency model of township leading cadres based on the three dimensions of psychological quality, working ability and knowledge attainment. The author analyzes the performance of township leading cadres from Administrative management system, performance appraisal, education and training, and incentive and innovation mechanisms to explore and improve the competency of leading cadres in towns and villages so as to establish a long-term mechanism for good governance and diligence.
