浙政办发〔2013〕152号各市、县(市、区)人民政府,省政府直属各单位:危险废物和污泥是具有危害特性的固体废物。近年来,我省不断加大对危险废物和污泥处置的监管力度,其无害化处置率得到逐年提高。但是,危险废物和污泥随意倾倒、非法处置的事件仍时有发生,直接威胁生态环境安全。为进一步加强危险废物和污泥处置监管工作,根据有关法律法规规定,经省政府同意,特提出如下意见:

In recent years, our province has continuously stepped up its supervision over the disposal of hazardous waste and sludge, and its harmless disposal rate has been increasing year by year. However, the hazardous wastes and sludge are dumping at will. The illegal disposal still takes place occasionally, directly threatening the ecological and environmental safety. To further strengthen the supervision of hazardous waste and sludge disposal, according to the relevant laws and regulations, with the consent of the provincial government, special make the following comments:
