财政收入占国民收入比重以及中央财政收入占整个财政收入比重的下降是出现财政赤字的重要原因,提高这两个比重也成为实现治理整顿目标的必然出路。但是,这样做能否真正消灭财政赤字这个痼疾,我国出现财政收支失衡还有没有更深层的原因,能不能把我国目前的财政困难完全归咎于财力的分散,这就需要我们进行深入的研究和思考。
