随着人类社会的发展,人类改造世界的能力也在不断的提高,人类创造了丰富的物质和精神文明。但同时人类的活动也使自然生态环境受到了影响。迄今为止,环境问题已经变成了一个全球性的问题,并引发了全球性的环境安全。为解决这个问题,根据环境安全的特点,民族国家之间需要相互合作,共同努力,制定相应的国际法律法规或建立相应的制度机制以规范国家的行为,从而达到保护环境的目的。这样就不可避免的对国家主权提出挑战,所以,国家要积极参与国际行动,以便更好地行使国家主权。
With the development of human society, mankind’s ability to transform the world is also constantly improving, and mankind has created a wealth of material and spiritual civilization. But at the same time, human activities have also affected the natural environment. To date, the issue of environment has become a global issue and has sparked global environmental security. To solve this problem, according to the characteristics of environmental security, ethnic countries need to cooperate with each other and work together to formulate appropriate international laws and regulations or establish appropriate institutional mechanisms to regulate the behavior of the state so as to achieve the goal of environmental protection. This will inevitably challenge the national sovereignty. Therefore, the state should actively participate in international operations in order to better exercise its national sovereignty.
