1989年,江苏省交通厅成立了工程质量监督站,但由于种种原因,中间一段时间没有正常开展工作。“八五”期间全省交通建设总投入达229亿元,沪宁高速公路、江阴长江公路大桥等国家级重点工程标准高、技术难度大、质量把关问题十分突出。1993年初,厅党组对省厅质监站进行了调整,加强了力量,进一步明确了质监站的工作职责。
