《经济参考》1989年12月12日在“如何完善承包制”讨论的结束语中指出:我国从1987年4月大面积推行承包制到现在只有两年多,由于推行时间短,经验不足,配套法规和制度不健全,在其实行过程中确实存在一些不完善的地方。比较突出的是:有的企业承包基数定得不够合理,基数偏低;有的上交利润递增率低,或者超基数利润上交国家少、企业留得多;有些企业承包人素质差,包盈不包亏,存在短期行为;有些企业福利基金增长过快,一些小型企业经营者收入偏高,影响了承包人与职工的关系等等。
