社会组织是现代社会管理的重要主体,在满足社会需求、协调社会关系、应对社会风险、解决社会问题、化解社会矛盾、创造社会价值、促进社会公正等方面发挥了一定的社会功能。基于对社会组织社会功能和社会价值的重视,党的十八大强调要加快形成“政社分开、权责明确、依法自治的现代社会组织体制”。这个新论断,标志着社会组织管理理念、战略、原则、定位的新取向,对有效发挥社会组织在社会生活中的积极作用必将产生深刻影响。
Social organization is an important subject of modern social management and has played a certain social function in meeting social needs, coordinating social relations, coping with social risks, solving social problems, resolving social conflicts, creating social values and promoting social justice. Based on the emphasis on the social functions and social values of social organizations, the 18th CPC National Congress emphasized the need to speed up the formation of a “modern social organizational system in which government agencies and social organizations are separated from each other and their powers and responsibilities are clear and autonomy should be ruled by law.” This new thesis marks the new orientation of social organization management philosophy, strategy, principles and positioning and will surely exert a profound influence on the effective utilization of the positive role of social organizations in social life.
