工程机械行业的“十二五”发展规划,是国家针对制造业发展规划的重要组成部分,是指导全行业振兴发展的纲领和蓝图。对于保持行业长期平稳、较快发展,具有承前启后、继往开来的重要意义。更是一项事关全局、立足长远、关系各企事业单位切身利益的重要工作。自2009年1 2月27日,工信部装备工程机械司委托中国工程机械工业协会开展“十二五”规划前期研究及制定工作以来,中国工程机械工业协会充分利用掌握的数据、重要案例、国内外发展的成果等,围绕调整转型、创新升级战略,深入、前瞻、开放、创造性的实施了“十二五”规划的编制工作。该规划全面、客观地总结了“十一五”以来的成绩和问题,特别关注到国际金融危机带来的世界产业结构变化及其对我国工程机械行业的影响。又结合调结构、转方式,指出工程机械行业未来发展的战略思想、预期目标、工作重点、应对措施及建议,充分反映了广大企事业单位的要求和关切。其中,广大企事业单位和协会各分支机构,给予了高度重视和积极配合。工信部装备工程机械司领导对规划的编制工作也给予了极大的关心和多次的指导。20 11年4月底,工业和信息化部装备工业司机械处处长王建宇又组织了行业权威专家对规划的草稿提出了中肯的建设性意见。中国工程机械工业协会对该规划再次进行修改并上报工信部装备司审核批准。20 11年7月31日,中国工程机械工业协会在青岛召开新闻发布会,正式对外发布工程机械行业“十二五”发展规划。本刊编辑部特意辑录和采访了王建宇处长,苏子孟秘书长,前副秘书长、该规划的主要撰稿人茅仲文,王金星副秘书长等行业内权威人士的观点,通过对该规划进行深度分析,共同把脉“十二五”规划的闪光点。
