平台经济的崛起与迅速发展,改变了互联网的生态竞争格局与商业模式。同时,网络盗版行为为互联网内容产业带来了巨大损失,严重制约了产业生态的健康发展,亟须包括立法、司法、行政以及网络平台、权利人在内的多方主体共同参与治理。国家层面,需进一步完善多元治理的立体保护体系;平台层面,互联网平台企业应不断强化自身的版权资源管理,探索平台治理新模式,建立平台治理新规则;用户层面,应不断提高参与网络版权治理的积极性,促进平台企业之间、平台企业与用户间的良性互动,构建平台发展的新生态。
