4月14日7时49分,青海省玉树藏族自治州玉树县发生7.1级地震,给当地人民群众生命财产造成严重损失。地震发生后,党中央、国务院高度重视。正在国外访问的中共中央总书记、国家主席、中央军委主席胡锦涛对灾区群众万分牵挂,第一时间对抗震救灾工作作出重要指示,并当即决定压缩出访行程提前回国。4月17日14时20分许,经过近25小时长途飞行后回到北京;16时,胡锦涛总书记主持召开中共中央政治局常务委员会会议,全面部署抗震救灾工作。4月18日,胡锦涛总书记飞赴玉树地震灾区,看望慰问受灾群众和救援人员,实地了解救灾工作面临的突出困难,指导抗震救灾工作。中共中央政治局常委、国务院总理温家宝推迟原定于4月22日至25日对文莱、印尼和缅甸的正式访问。4月15日,飞赴地震灾区,考察灾情,慰问各族干部群众,指导抗震救灾工作。15日20时40分,温家宝总理在国务院抗震救灾指挥部办公地点主持召开会议,听取玉树抗震救灾情况汇报,并作重要指示,明确指出抗震救灾要重点做好十项工作。中共中央政治局委员、国务院副总理、国务院抗震救灾总指挥部总指挥回良玉,受党中央、国务院委派,4月14日即赶赴受灾最严重的玉树州府、县城所在地结古镇,组织指挥抗震救灾工作,并连夜主持召开抗震救灾总指挥部会议,部署安排抢险救灾各项工作。在党中央、国务院的坚强领导下,玉树抗震救灾工作快速有力有序有效地展开,取得了令人瞩目的成绩,赢得了全世界的赞誉。在抗震救灾中水利部门发挥了重要作用。这次地震对玉树州水利基础设施震损严重。在地震发生后,水利部党组按照党中央、国务院的要求和部署,立即启动应急预案,快速响应,统一指挥,科学决策,要求以对党和人民高度负责精神,全力做好水利抗震救灾工作。目前,水利抗震救灾已取得阶段性进展。
